Goal

The client aimed to enhance the quality and effectiveness of their training materials by replacing outdated courses with engaging, user-friendly e-learning modules that meet current design and accessibility standards. Providing the content in two languages ensured the training would be relevant to a broader audience across the organization’s regional operations.

The main goal was to convert 13 legacy e-learning courses. Originally, we were provided an old e-learning course in static PDF format that had to be transformed into fully interactive digital modules using Articulate Storyline and delivered in both Estonian and Latvian.Β 

This included a complete visual redesign to modernize the look and feel of the courses, along with selective content updates based on feedback from Subject Matter Experts (SMEs).

Challenges

There were a couple of challenges that we encountered while working on the BFAA project:

  • Dealing with the original course materials, which were provided in static PDF format. These documents were not structured for digital learning environments, making it necessary to interpret, reorganize, and reformat the content to suit interactive e-learning modules. This required careful attention to content flow and user experience during the redesign phase.
  • Managing bilingual development, as some courses had to be created in both Estonian and Latvian. This involved coordinating accurate translations, aligning timelines across two language tracks, and ensuring that visual and technical consistency was maintained in both versions. Additional QA steps were implemented to verify functionality and accuracy in both languages.
  • Incorporating ongoing feedback from Subject Matter Experts (SMEs) added another layer of complexity. Content updates were received at different stages of development, which required agile project management and close communication between the design, development, and review teams to avoid delays and rework.

To address the client’s needs for the BFAA project, Blue Carrot’s team adopted a structured, collaborative, and user-centered approach. The primary focus was on modernizing the visual presentation of the courses while ensuring content accuracy and accessibility across two languagesβ€”Estonian and Latvian.

What we did

Content analysis and planning:
We began by thoroughly analyzing the original PDF-based materials to understand the structure, learning objectives, and critical content. This informed decisions about layout, interactivity, and navigation in the new digital format.

Visual redesign and UI/UX focus:
Consistent layouts, branding elements, and intuitive navigation were applied across all courses to create a unified learning experience.

Bilingual course production:
A parallel workflow was established to develop both Estonian and Latvian versions of each course. Close coordination with the client and native-speaking reviewers ensured linguistic accuracy and cultural relevance.

SME collaboration and content updating:
Our team worked closely with Subject Matter Experts throughout the project to integrate updated information and ensure technical accuracy. Feedback was gathered in iterative review cycles to keep development aligned with expectations.

Quality assurance and testing:
QA processes were applied to both language versions of each course, including functional testing, proofreading, and SCORM checks to ensure a polished final product.

  4. Development Phase
    • Building interactive course modules in Articulate Storyline
    • Integration of multimedia elements, quizzes, and branching logic
    • Implementation of navigation controls and user interface
    • Uploading and organizing bilingual content

  5. Review & Quality Assurance Phase
    • Internal QA to test interactivity, functionality, and content integrity

  6. Delivery & Handover Phase
    • Final packaging and export of SCORM-compliant course files
    • Delivery of source files and documentation
    • Post-delivery support and knowledge transfer (if required)

Results

Despite challenges, the team employed a structured workflow, clear communication channels, and a flexible timeline to adapt to changes efficiently. Regular internal reviews, collaborative tools, and phased delivery helped maintain momentum and quality throughout the project. These efforts ensured that the final product met both the client’s expectations and the practical needs of the end users.Β Β Β 

As a result of the BFAA project, Blue Carrot successfully transformed 13 static PDF-based courses into interactive e-learning modules in two languages: Estonian and Latvian. A total of 13 localized courses were developed using Articulate Storyline over a period of approximately 4 months.
